I had this idea last night, for that island in the middle of the wz, it should be a free city, you can kill there, but the guards are all a mix between lv37-50 and will attack anyone fighting there, but there will be a different kind of arena there, in the center of town that has a roman style colloseium style combat, like pit a barb vs knight surounded by tigers lol.
This would work better with a hate system for the mobs tho, whoever does the most damage or heals the most or wears gear with +1 hate gets more focus on then the other players from the mob.
But back to the realm invasion, you don't need all the forts, you only need to hold one for the gates to be closed again, send all nonhunters there to take and hold say samal fort, and send every hunter capable into Ignis to track down the invaders, a few competent hunters shouldn't have much trouble with anyone in there, especially if they call upon the n00bs for info and for help in killing them, they don't have to be able to harm a lv50 knight at Lv20, but if they can keep him busy and try and knock him down the hunters can make short work of him.
