I simply don't agree with any of you!!!
With the introduction of Warmasterupdate, we have gone SO FAR beyond the point that "fixing" 1 spell wouldn't do shit in terms
balancing.
3 out 6 classes is more or less "screwed" out of fortfights (<-- the only fights that counts towards Wm quest)
Warlocks: slow casting, slow working DoT.s.. enemy is dead before "casting" is done (still spells go into CD tho)
Conjurer: slow casting!! Save a realmfriend? pfft.. with some "auraspam" they can put up a
few points towards quest tho (but not nearly as satisfying gameplay conjus used to be)
Hunters: NEVER had a role in fortfights!! But hey, invest those sorely needed points in actual dmg, to go hunt with a pet again!! (Since Warmaster status isn't for your class anyway apparently

)
I suggest a complete overhaul in the balance department!! And when that's done, we can come back and discuss single spells
then!!
Ps: just a lil bit on topic: my biggest issue with MS isn't the fact that barbs have access to it.... but rather 100% dmg
+ remove buffs. If simply the dmg part would be decreased ppl would have to THINK before they cast it ( if it's worth low dmg vs. high)
I constantly hear the phrase "MS noob" in game... Well, if you are dumb enough NOT to skill it = who's the what now?
